Marca report a two year ban, and loss of 2010 Tour de France

The Court of Arbitration for Sport has handed Alberto Contador a two year sanction for his positive test for clenbuterol at the 2010 Tour de France. After a long-running saga, CAS announced on Monday that it had upheld the UCI and WADA’s joint appeal against the Spanish Cycling Federation’s (RFEC) decision not to suspend Contador.
The ban means Contador will lose race results dating back to and including the 2010 Tour de France. Andy Schleck will become the Tour de France champion while Michele Scarponi is crowned winner of the Giro d'Italia.

Contador's ban ends on August 5th, meaning he can ride this year's Vuelta.
A long-running saga
Contador’s positive test dates from July 21, 2010, although the case was not made public until September 30 of that year. In February 2011, the RFEC officially cleared Contador, accepting his explanation that the traces of clenbuterol in his sample had been caused by consuming contaminated meat.
In March, both the UCI and WADA formally announced their decision to appeal the matter to CAS, who in turn announced that a ruling would be made ahead of the Tour de France.
That turned out to be a false dawn, however, and after a number of delays, the hearings were finally held in November 2011. In the intervening period, Contador had added to the Giro d’Italia to his palmares and finished fifth at the Tour de France.
The hearing itself was tinged with some degree of controversy, with AP reporting that WADA’s lawyers threatened a walk out when anti-doping expert Michael Asheden was not permitted to testify on the theory that Contador may have had a blood transfusion on July 20.
A verdict was initially due in mid-January, but was again delayed after Leopard Trek backer Flavio Becca questioned the integrity of CAS arbitration panel head Ephraim Barak. After confirming that none of the parties involved in the case wanted to change the make-up of the arbitration panel, CAS finally issued its verdict on Monday.
Contador still has the option of appealing the CAS ruling to the Swiss federal court within the next 30 days, although any such petition can only concern procedural matters.

SINGAPORE: The Review Committee, appointed by the Prime Minister to look at Ministerial salaries, has recommended cuts of between 36 and 53 per cent.

This was disclosed by Committee Chairman, Gerard Ee, on Wednesday at a news conference .

The committee also recommended for the pension scheme to be removed entirely for new office holders.

This will be applicable to those appointed on or after 21 May 2011.

Those appointed before that, will also be affected.

The committee was appointed after the general election in May last year, and had submitted its report to the Prime Minister on December 30.

Prime Minister Lee Hsien Loong had announced the review at the swearing-in ceremony of the new cabinet in May last year.

Among the recommendations made are the Prime Minister's annual salary to be cut by 36 per cent, to S$2.2 million.

The President's annual salary is reduced by 51 per cent, to S$1.54 million.

The Speaker of Parliament will see the biggest percentage cut of 53 per cent, to S$550,000.

The lowest percentage change of a 20 per cent cut is for the Mayor and Senior Parliamentary Secretary positions.

Mayors will now get S$660,000 while Senior Parliamentary Secretaries will get S$572,000.

Previously, salaries were pegged to the median income of the top 48 earners in Singapore, with a one-third discount.

Now, they will be pegged to the median income of the top 1,000 earners who are Singapore citizens.

A 40 per cent discount will then be applied.

Based on 2010 figures, the proposed salary for entry-level ministers works out to S$1.1 million.

The committee also recommended changes to bonus payments, pensions and benefits under the new pay structure.

The committee has recommended that the GDP bonus be removed, and replaced by a National Bonus.

The National Bonus comprises four elements - including the unemployment rate, real median income growth, GDP growth and the real income growth of the bottom 20 per cent of wage earners.

Chairman Gerard Ee said the salary must be a "clean wage" with no hidden perks.

He said: "Our recommendations, while it is a severe cut, should be able to attract not all, but some of the talents to come forward.

"But preserving the message that you're coming forward to serve in a political capacity, and there is some sacrifice to be made.

"The 1,000, basically is, first take note that it's based on Singaporeans only, and eliminate the PRs and everybody.

"So we say if the talent pool from which we want to tap, if we were to hunt for them, we believe if they were to be functioning outside of politics, that's where we're going to locate them."

A member of the committee, Fang Ai Lian, said: "This new system is a lot more transparent and a lot more Singapore centric and that's why we were very careful when we picked our benchmark, it is about Singaporeans.

"When we talk about performance indicators, it is about Singaporeans. This is something that the public can look forward to when measuring the performance of your ministers.

"So when you look at benchmark, indicators pertaining to National Bonus, it is about the well-being of Singaporeans."

The new salary will be backdated to 21 May last year, when the new government took office.

MPs will debate the report when Parliament sits for a second session 16 January.

Parliament's first sitting for this year will be on 9 January. It's expected to focus on several questions tabled on the recent flooding and the spate of MRT disruptions.

The year started with my first duathlon at East Coast Park with 10km run, 40km bike and 5km run. As expected, came in at the tail end of the age group. But nevertheless a good experience as the race started at almost 12 noon.

2 months later, it was 40km OCBC cycle ride. They closed the ECP expressway and it was a good feeling riding at the wide expressway.

Another 2 months later, my second Sundown Marathon event. The jam into the Changi Exhibition Centre was horrible as usual.

Less then 1 month later, it was the Tri Bike event at Changi Coastal Road.

Signed up for my first mini Triathlon on Aug, but did not have a chance to start as the whole family went to Hong Kong for holiday.

The North Face 100km Duo was on mid Oct. It was unfinished business as i DNF last year. After many Sunday training sessions at MacRitchie and Bukit Timah, i managed to complete it this year.

2 events on the last month of the year. First was the SCMS marathon followed by 2 weeks later the MR 25 Ultra marathon at MacRitchie. Both with worst timing than last year.

Last wednesday run of year 2011. Lai Yin, Yee Tat, the 3 new guys, Yuen See and me turn out today. U turn earlier at the Central shopping mall.
Ran in the rain for part of the run.
Lucky draw conducted by the run leaders. 10 prizes and 10 runners turn out. So all got prize to take home.
